To register to attend virtually please use this link. \n\n\n\nYou must register to attend this event. \n\n\n\n\n\n\n\n\n\n\n\nAbout the Event\n\n\n\n\n\nThis in-person program includes two hours of CLE programming\, followed by an optional Free Legal Answers clinic. \n\n\n\nLearn more about the program\, speakers\, and panelists on the event page here. \n\n\n\nThe program will begin at 1:30 p.m. with opening remarks from The Honorable Kristine G. Baker\, Chief U.S. District Judge for the Eastern District of Arkansas. \n\n\n\nFrom 1:35–2:35 p.m.\, an interdisciplinary panel of judges\, attorneys\, and advocates will present Trauma-Informed Lawyering: Ethical Guidelines and Practice Pointers for Domestic Abuse\, Custody\, and Ad-Litem Cases. Through the lens of the Arkansas Rules of Professional Conduct\, the panel will address competence\, communication\, confidentiality\, candor to the tribunal\, attorney ad litem representation\, and professionalism. Attendees will gain practical guidance for interviewing clients\, presenting trauma-informed evidence\, navigating ethical dilemmas\, and minimizing retraumatization. 1 hour of ethics credit. \n\n\n\nFollowing a brief break\, Professor Beth Levi\, Director of the Family Law Clinic at the UA Little Rock William H. Bowen School of Law\, will present Recognizing Bias in Representation: Client Storytelling and Domestic Violence from 2:45–3:45 p.m. This interactive session will examine how conscious and unconscious bias can affect credibility assessments\, custody litigation\, and the presentation of a client’s story. Participants will learn practical strategies for identifying and addressing bias while strengthening client advocacy. 1 hour of general CLE credit. \n\n\n\nFree Legal Answers Clinic\n\n\n\n3:50–4:50 p.m. | In Person Only \n\n\n\nFollowing the CLE\, attorneys are invited to stay for an in-person Free Legal Answers clinic. This hands-on clinic offers an opportunity to put pro bono and trauma-informed lawyering skills into practice by answering civil legal questions submitted by low-income Arkansans through the ABA Free Legal Answers platform. \n\n\n\nAttorneys may also earn additional pro bono CLE credit based on the time they spend answering questions. \n\n\n\nSign up for the Free Legal Answers Clinic \n\n\n\nThe clinic requires a separate registration. This session explores that question through a combination of national research and an Arkansas success story that offers a practical model for change.  \n\n\n\nDrawing on findings from the National Center for State Courts’ Missing in Action report and the results of a language access initiative at the Berryville District Court\, panelists will walk through what drives missed court appearances\, what the data actually shows about who misses and why\, and what courts can do right now to improve access\, increase appearance rates\, and build public trust. The session also examines the financial case for investing in accessibility\, including a formula for calculating the real cost of missed appearances to your court. \n\n\n\nThis CLE is designed for judges\, attorneys\, court administrators\, legislators\, and anyone working at the intersection of court access and system design. It is free and open to the public. \n\n\n\n\n\n\n\nWhat We’ll Cover \n\n\n\nIdentifying the Problem: National data on missed appearances\, their distribution across case types\, downstream consequences for litigants\, and the systemic and personal factors that drive them. \n\n\n\nThe Berryville Success Story: How the Berryville District Court partnered with Arkansas Access to Justice to translate court notices into Spanish\, Marshallese\, Karen\, and Chuukese\, and what happened next. Among LEP court users\, failures to appear dropped significantly and court revenue increased. Panelists will walk through how the project came together and what other courts can replicate. \n\n\n\nArkansas Access to Justice Strategies: A look at statewide efforts to expand access beyond language\, including courthouse kiosks\, automated court reminder programs\, plain-language form and website design\, and rule changes supporting pro bono participation and the emerging Community Justice Worker model. \n\n\n\nRecommendations and Next Steps: High-impact strategies courts can implement now to bridge the gap between efficiency and true access to justice. \n\n\n\n \n\n\n\n\n\n\n\n\n\n\n\nPanelists: \n\n\n\n\n\n\n\nHannah Makowske | National Center for State Courts+\n\n\n\n\nHannah Makowske is a Court Management Consultant with the National Center for State Courts\, where she works on a variety of access to justice initiatives. Prior to joining NCSC\, Hannah was a staff law clerk at the United States Court of Appeals for the Seventh Circuit. During law school\, Hannah worked with several public interest organizations\, including as a participant in the Housing Law Clinic\, where she provided services to individuals facing housing instability. Before law school\, she worked as a high school teacher in Chicago\, and she is dedicated to thinking holistically about improving access to justice. Hannah earned her B.A. in public policy and master’s in education from the University of Michigan\, and she received her J.D. from Harvard Law School. She currently lives in Chicago. \n\n\n\n\n\n\nAndy Wirkus | National Center for State Courts+\n\n\n\n\nAndy Wirkus J.D. (he/him) is a Senior Court Management Consultant with the National Center for State Courts where he works on the Access to Justice team. His areas of expertise include appearance rates and solutions for missed appearances\, inclusive language\, language access in courts\, high-volume dockets\, and community driven solutions to the justice gap. Andy’s work includes video production\, data collection and visualization\, low code tool builds\, public speaking\, and report writing. Prior to joining NCSC\, Andy worked with The Disability Law Center of Utah\, the ACLU of Utah\, Michigan Indian Legal Services\, Catholic Community Services\, and the Salt Lake County Criminal Justice Services Division. He received his JD from the University of Utah’s S.J. Quinney College of Law and a Bachelor of Science in Public Health\, International Development\, and Social Impact. \n\n\n\n\n\n\nRexanna Lilly | Chief Clerk\, Berryville District Court+\n\n\n\n\nRexanna Lilly was born and raised in Arkansas.  Ms. Lilly’s family moved to Berryville\, Arkansas when she was four years old and she attended the Berryville Public Schools until she graduated in 1984.  After high school she studied Business Administration at the University of Central Arkansas.  Ms. Lilly started her career working as a Secretary in the Carroll County Prosecuting Attorney office in Berryville.  Thereafter Ms. Lilly became a Certified Travel Industry Specialist through Indiana University-Purdue University Indianapolis and worked in Branson\, Missouri for many years.  She ultimately became the Director of Sales and Marketing for a few of the Branson shows.  Ms. Lilly started as a Deputy Clerk at the Berryville District Court in 2017.  She was promoted  to Chief Clerk in 2020.  District Courts in Arkansas hear traffic\, misdemeanor\, and small claims cases.  She is now attending the Arkansas Certified Court Manager Program.  Since becoming Chief Clerk\, Ms. Lilly has implemented several initiatives to improve and streamline the court process for individuals that come into contact with the court such as defendants\, witnesses\, victims\, women’s shelters\, bondsmen\, law enforcement officers\,  and attorneys.  One of these initiatives has been to use a standardized set of documents and forms that are given to defendants that explain their obligations and options\, such as completing community service in lieu of having to pay fines.  The Berryville District Court deals with many individuals who do not speak or read English. After learning about the capabilities of Arkansas Access to Justice in 2023\, Ms. Lilly had AATJ translate her court’s forms into Spanish\, Marshallese\, Karen and Chuukese.  These forms are now used regularly in her court.  Ms. Lilly believes that every defendant should be able to understand what is happening when they attend court.  \n\n\n\n\n\n\nEdith Chavez De Oseguera | Free Legal Answers Administrator and Language Access Liaison\, AATJ+\n\n\n\n\nEdith started at Access to Justice as the Interim Program Coordinator and served in that role from January 2023 to March 2024. Currently\, Edith administers the Free Legal Answers website\, spearheads our language access initiatives\, and assists with outreach\, on a contractual basis. \n\n\n\nEdith received her Juris Doctorate from the William H. Bowen School of Law\, where she presided over the Hispanic Law Students Association. Before joining Access to Justice\, Edith worked as a paralegal and interpreter. Edith’s desire to pursue law stems from her grandfather’s influence as an attorney and activist in Nicaragua. \n\n\n\nEdith grew up in Cancun\, Mexico. DESCRIPTION:This free CLE offers a clear\, practical guide to Arkansas’s criminal record sealing laws. Designed for attorneys\, this session is also open to clerks\, court staff\, and members of the public who want a stronger understanding of how the record sealing process works.  \n\n\n\nPresenter Bio: \n\n\n\nTabitha B. Lee was born and raised in Dermott\, Arkansas. She currently leads the Delta Justice Center\, a law firm dedicated to providing high quality legal assistance to historically underrepresented communities. She also provides funding consulting and proposal drafting services to non-profits and other social impact organizations serving the community. Ms. Lee has previously served as a judicial clerk in the sixth judicial district of Arkansas and as a Special Projects Attorney at the Center for Arkansas Legal Services working in the areas of criminal record sealing and veteran’s benefits. \n\n\n\nMs. Lee is a proud member of Delta Sigma Theta Sorority\, Inc.\, the W. Harold Flowers Law Society\, and a Silver Life Member of the NAACP. In 2020\, she was recognized by Arkansas Access to Justice for Outstanding Pro Bono Service Award as a Small/Solo Firm.
